WOR-65: record local WorkBundle script invocations - #26

Summary

• record privacy-safe command-level invocations at the public wb, ks, and orch wrappers
• persist lower-bound lifecycle state in a local versioned SQLite database with silent best-effort failure semantics
• expose exact dispatcher vocabularies and isolate the test suite from the real usage database

Validation

• focused invocation observation suite: 17 passed
• full pinned suite: 668 passed
• bin/work-bundle-skill validate: ok
• real orch --help smoke against a temporary config root: one completed __no_command__ row
